No, it’s called a frost free drain. The water line is from a water source, with a regular pump on it. When you shut the water off, the water in the Pipe drains from the pipe underground.

No. Simply lift the handle to turn it on. Close the handle to turn it off. Easy to do one handed, faster than turning a knob. All the outside spigots are like that here and I think it's great.
They are great, wish I had them here, but my high water table wouldn’t allow the water in the pipe to drain out.

Water is around 18” below ground, and in the spring it’s around 6” from ground level.

How many do you have there? I love how convenient they are! I am jealous!
