Is this frizzle bantam a rooster?

I have a smooth frizzle/NN He is wearing a home made no crow collar. (Not tight, I also have a bell on it.) He actually doesn't crow as much as most roosters. Maybe just 3x a day. One time before jumping down to breed. And maybe if he sees me during the day. If I hear him crow I put him away in a sleepy nest box with a door, so I think he has learned if he crows he gets put away.

I'm confused.
He's just normal feathered and doesn't appear to be a NN so why add either in his description?
Just curious.

It did not work for me. I never liked it. They will still crow.

Thanks! I'll see how often this boy crows and hope it's managable. He's really lovely

Sounded like they meant a mix of the two which resulted in a chicken displaying neither trait
