Silkie and Serama, I'm thinking. Or maybe Ayam Cemani, although I really need to find out if black skin/feet is a dominant or recessive gene. Any genetics experts out there?

Sounds right. My Silkie x OEGBs looked exactly like that.

Does he have white feet? Any brothers and sisters? When you cross a silkie with I think any white-legged chicken breed—but don't quote me on that—you get a sex-linked cross with white-legged males and dark-legged females.
