I wouldn't jump to conclusions, but would make every effort to keep the babies out of harms way. Hens can be pretty mean to new babies, some suggest it's the hen taking natural selection into her own hands, while others just say they are plain mean. I keep mine locked down until they are 8 weeks old and big enough to stand up for themselves.

Next payday, I'm re-building my tractors so I can get my first two hatches out of the brooder. Coons found a way to defeat my shelters, but showed me how they did it... They won't get in a second time. Lost both of my spare BH breeders, thankfully it looks like I'll have plenty of boys in the new ones.

No flour. That needs kept moist so it can heal.

It's going to take time and lots of daily care to heal. Neosporin without pain killers or the manuka honey will help a lot.

That's a pretty bad injury. Some nutridrench in the water cannot hurt either.

The worst I had to deal with was a duck missing a breast after coon attack. I stitched that one up and isolated her. She got daily wound cleaning and antibiotics until healed.
