It can only be done while they are young and not developed yet. Once they are older, it doesn't work and is risky. There is only one vet that I know of who does it in all of the US.
There's a form out there somewhere on this website where a woman had two of her full grown rooster castrated and there behaviors went away.
 
I meant as far as taking it to a bird vet? I've never been to one before.
Well, the only reason to take him is to get him caponized...so<shrug>

But call them, ask if they do the procedure and how much it costs.
It's gonna be pricey(like hundreds of dollars) is my bet...

If you realistically can afford it knowing that it may be expensive and really want to do the procedure, then by all means, it doesn't hurt to go for an appointment.

I ran up quite a lot of vet bills on pet rats so I'm certainly not the best judge of what to spend money on...

How old is the cockerel? You can do it if it is in the proper age range but don't think it will prevent heart attack. It will grow large enough that it could be a greater strain on his heart than keeping his testes.
