Oh there are plenty of licensed quail around. Mainly raised for hunting clubs.
I am not sure how they meet the ‘non-liberation’ requirements of the license - I mean what if all the hunters are really bad shots?
Maybe I need to host a quail hunt for people who can’t aim straight!
They probably have call back boxes. After the hunters are done Bobwhite roosters are placed in traps called call back pens. The roosters start whistling (calling back) the surviving birds. Then after a time the birds are gathered and but back in the pen.

How interesting. I guess even that can’t be 100% certain to get them all back. But I guess as long as you show you do that you can get a license.
