And they don't improve the power system either. Over here a couple years ago it got really hot and the power was out. We went out to eat Dairy Queen. They still had power.yes, rolling blackouts. It was done because there were either power shortages (not enough total electricity for demand - but it was planned, so you could arrange power usage around that. OR, in some places, it was because the infrastructure/grid was not able to handle/keep up with demand - needed new and more power lines and heavier power lines and substations - they hadn't kept up with the growth in demand on the delivery side)
