Similar issue here but in the winter. And many won’t even go in a shelter when offered it. Lots of mental health and drug issue in these places.I have a whole town of homeless people, living in tents and cardboard boxes on the banks of the river near me. I wish the local government would just open up a few shelters for them to live in, maybe only temporary housing because of the heat wave!
Humidity is very high here lately.What’s your humidity? If it low than an evaporative cooler will work great.
