I believe it’s mating behavior.. even if they are neutered...My Dr. Zoidberg used to do that. He would clean Isabel like that and then bite her at the end. I always wondered what that nonsense was about. It has to be dominance, right?

You used to live in St. Rose!? My cousin grew up there! The Dollars.. I grew up Metairie...
Haaaa! So fun.. we used to go on Severn in Metairie.. over by the Destrehan High peepsCool! It's a small world, and it's been year's since I lived there. I liked those Mardi Gra's parade's over on Veteran's Blvd. by that Circle K the best. We used to have a group of us meet up there.

I’m sorry.. I do not know that one...Since you mentioned Destrahan, is Charley's Seafood, Chicken, and Rib's still there on River Road? I worked there before. Good food.
I've always found it to be weird too. Sometimes I think Hviti will come up and bite Pipsqueak just to get my attention, then he'll head toward the cat tree expecting me to feed him. I usually make him wait a few minutes because I don't want to reinforce bad behavior. It's to do with socialisation & rank. Higher ranking cats groom others more often. Grooming strengthens social bonds. A cat may solicit grooming from another in order to reach parts of themselves that are hard for them to reach but cats don't groom or solicit grooming from strangers. The biting could be part of redirected aggression that elicited the grooming session [which is weird I agree but better than fighting] or over stimulation during the grooming session.
