The parents are good and so are the other chicks she might end up in the smokerYes its pretty bad. Do what Banty posted to help. Take just a little off and in a week maybe a little more. That sort of issue will need regular maintenance just for the bird to live. I would not breed that bird or its parent stock. Sorry Sammy.

I’ve clipped a beak with toe nail clippers and I’ve used a dremel to grind it down. It’s how easily the bird is to handle...
I agree her lower beak is very short so her upper may always be longer then it should.
