But if the shavings are aged, you are fine. Get them and let them dry out. I buy them from a guy with a mill and i think its mostly hardwood. He keeps chickens and guineas so he knows not to put in stuff like black walnut.
I'm going to build a new coop and move them to see if things change. I really like that little coop though
 
Basically, if it doesn't smell like cedar any more, the oils are dried up. Most likely there is another explanation for your one hen's symptoms. Think about anything that changed around the time all of this started. Was there a coop cleaning, or new bedding? Any changes in the run? Was there a big change in the weather?

I piled in a bunch of pine shavings to insulate for winter
