what i understand is every state will be different if they think your animal is a threat to the native animal or agriculture or humans that animal will be ban. for example my tortoises will be ban in warm weather climates if he escapes he can survive there. in the north not so much, i think it has to do with florida having snakes and other reptiles and birds spreading decease and competing with the native species.

Yeah, you guys have alot of exotics over there so I see the benefits of some rules for biosecurity like reporting movement of animals (we do that
With livestock here) and liscences to keep certain animals (which require inspection to make sure you are set up properly to care for animal and it won't escape), BUT a total ban on having them would be over the top.
 
Ducks are farm animals so thats allowed from my understanding of what I read just then. Looks like its aimed to keep exotics out. How sneaky hiding it in such a large document though, that means they know it wouldn't pass if presented by itself. Currently we have animal rights trying to sneak in crazy rules that would mean no things like exhibition of animals, no catch and release fishing as it causes mental trauma on the fish. Heck we wouldn't even be able to shear sheep under the rules as it would appear to cause mental trauma

The problem is, if you have farm animals that aren't considered traditional, they might be on the black list. Emus might be. Pheasants might be. Ducks like mandarins or wood ducks might be, along with other commonly kept exotic ducks like teals, etc. And it's federal, so it means that if something might survive in, say, Florida, but never ever could here in Vermont where I live, too bad, have to abide by the rules that make sense for Florida.

Anyway, not a bad idea to email your Senator, for those of you in the States. That link I posted has a sample email you can send.

i was thinking about you, you have Emus right. I no a lot of people like Muscovy's they are not native here . i a lot of people don't like them.
