to keep the feathers long you need to take extra special care of them and provide high protein feeds etc. I do not put that much effort into mine but the tails are fairly long. I Built a special coop for Pheonix where they roost 5 to 6 feet off the ground. I wasn't sure what long tail type I would get when I built it, just the first one available. Some people can get 6 foot long tails on them. I just aim for longer than a normal rooster myself.
 
Silkies are nice breeds but it’s just the look of them they have eye problems cause of all the feathers and probably need daily grooming and get mites easily and need feather trimming people say theh make good pets but idk
My Silkie is not friendly in the least... but she raised the Cochin bantams... I slipped them under her while broody... and she is by far one of my best layers! And that’s out of 12 standards and the three Cochins! She and my year and half EE are my most reliable layers.... beating the RIR.. BuffOrp.. and Australorps! She also does not need grooming...

This is my TSC purchased Golden Pheonix Rooster/Cockerel (still on the young side) I have no desire to create the environment for a super long tail but his is still growing so eventually it will drag on the ground. He is in the pen with the highest elevation so water runs off and I get less mud in there. I also took a picture of my Silver Leghorns because thats what I see as the most beautiful bird that is on the small side for a non bantam.

you can get this same color/pattern in The Pheonix breed too. Leghorns can be a very skittish and flighty so most people do not like them. I got these from Welp Hatchery. I bought them from McMurray first but all but one died. All the ones I got from Welp survived and thrived.

I do not have an adult Golden Phoenix, my one died but I hatched out about 5 or 6 of them I got off eBay (picked up in person). I would rather have silver but I take what I can get.
 
I would go with buff orpingtons, lavender orpingtons, silkies, polish, or a barnyard mix, which are one of my favorites after the silkie. (smaller breeds included with polish and silkies, some barnyard mixes are small depending on the mix)
