Why is my Rooster doing the submissive squat & can I keep two Roosters?

The four chickens pictured below are 14 weeks old (Buff Orpington and Aquila). I was sure that Midnight (Aquila) and Sunny (Buff) are roosters however, Midnight started doing the submissive squat when I go into the run and try to pet him/her, and Sunny is VERY submissive to my entire flock. I also have five adult hens and eleven 14 week old pullets.

So my first question is, am I correct in thinking that Midnight and Sunny are in fact roosters? Lucky (Buff) and Charm (Aquila) are pictured for comparison to the ones in question and are the same age. Neither of them has started crowing.

My second question is, if they are both roosters, can I keep both of them in a flock with 16 hens?

Enclosure info in case it helps with the second question: My run is 320 square feet, and my coop is 100 square feet with 24 feet linear feet of perches in the coop and 4 nesting boxes. They will also have access to supervised free ranging once our fence is installed (we have too many aerial predators for full time free ranging). Thank you for any help.
