Are they trying to keep birds from eating produce? Spent some time in Yuma AZ where they grow tonnes of produce, and hay! I was surprised to see Red Wing Black birds there, we have them here all summer. (So much so I was worried about them transmitting disease to my chickens, they are not shy about eating their food!)
We have a Migratory Bird Act here which stops people from shooting birds, the fines are very stiff.

the temp have gone up and it has been raining, down by Kelso and Centralia it is all flooded,,
but I am hopeful the folks are now able to move
