Court your rooster. He'll gain more trust in you. Read Shadrach's article on roosters. It will help. Give him the treats. He'll call the girls. Keep giving him the treats so he can treat the girls. Make sure you have enough treats for him to eat too.
No better advice can be given. Definitely read @Shadrach article. He knows more about roosters than anyone I have ever met in my life.
 
Montana. 9 months of winter, 5 months of road construction, possibility of snow every month of the year, 2018 actually saw snow somewhere in the state all 12 months. Have seen snow on July 4, and the fist weekend of August. We get the stuff sliding down the Rockies from the arctic circle and the stuff swinging up from Utah....and everywhere inbetween. got up this morming to -9F (@-20C)....and Jessica is still glued to her eggs, although showing signs of wanting to get off for a short time. I have some small bales (Wal-Mart harvest decor clearance) that I'm going to add to nest boxes. Was holding for broody time.....:idunno

Oh I feel for you! Sounds like Alberta here 😆

I have one of those Cozy Hen heater panels I placed it in front of the broody bunch's nest box about 5" from the front (thankfully they chose a ground floor dwelling for these shinnanigans) the heat wafts into the box and keeps it nice and warm.

It even wafts up to the second story dwelling (middle nest box) where my silkie X cockerel has been sleeping. I caught him stretched out chillaxing with his head resting over the edge of the nest box last night hahaha - when I went it I thought he was dead!! He got up stretched yawned shook his feathers and glared at me 😆 glad he is enjoying the supplemental heat while everyone else freezes their fluffy butts off !
