Fencing cost me $30 bucks for 22 feet x 4ft high.Wire mesh should keep them in. They can't easily hop up on that!

I wouldn't count on them not going over that, time will tell. If there is any stiffness to it they will land on it, maybe wiggle it a bit, and hop over if they are determined. Not speaking from experience but what I thought stops most chickens is a very wobbly thing, like thin wire or tape, that they can see is wobbly. So if you run something very visible but obviously loose just above it that would add effectiveness keeping them in. Maybe something cheap like surveyor's tape.
