If you need a tool, maybe a couple hand towels? A cape? Some people use a long branch like a pine bough. I found I need both a left and right side and to quickly use both or either, so now just use my hands. I put my hands out low and out to the side, spread my fingers and sort of do “jazz hands” quickly flipping my hands along the axis of my wrist.
They know that move, even just a quick wiggle - as opposed to a steady slow reach for something near them, where they stay put - and I herd them that way. Unless they’re really recalcitrant it works. (Butters kept trying to make a big circle back to where she really wanted to go just the other day. I eventually herded her to nest a wall and picked her up. It wasn’t hard, because she realized she couldn’t convince me to let her go where she wanted and just stopped moving
