For something to kill your entire flock in broad daylight like that, I'm thinking dogs.

I tracked them down and found them eatting one of the roosters … coyotes.

I've never heard of them attacking during the day so they must've been very hungry and desperate. I'm so sorry! I can't imagine how devastating this is.

Someday when you consider trying again, a covered run with electric poultry netting might be the answer.

Here, if the coyotes come onto our property, we need no permit. You might want to check with your DNR there, but I'd assume it's the same.
