So you're not seeing movement but you think you might see where it tried to internally pip and failed? And this day 28 now right? You could do a small safety hole to see if you see anything. Shouldn't hurt even if the egg isn't internally pipped, but you would need to increase humidity to lockdown levels if you haven't already.

Day 27. My other chick took thirty days to hatch but I always saw movement. It was rocking yesterday but the day before I turned it 3 times so I feel like I might’ve disrupted something. Humidity is up and there are parts that are dark and don’t move by move when I gently shake the egg(not aggressive)
 
Has the air cell drawn down any? Like shifted toward the fat end of the egg?
Since the other one was slow to hatch, and only day 27 now, I’d just leave it for another day. If no external pip, candle it again tomorrow. Maybe take a pic when you candle, if you can.
