Do you have to be NPIP to ship hatching eggs? Or is that only for lice birds?

It's not hard, though it varies from state to state. My state is super easy. California though I've heard it's ridiculous and there's a fee and a waiting list...kinda stupid for a voluntary program they want people to participate in.
