Or without the poultry netting, you could attach the aviary netting coming off a high area like your coop building, over to your fence, if it’s sturdy enough. That would keep the rooster out if he’s going over the fence.Also, that neighbor is not above doing something even more awful when they find out you’ve “taken care of” their rooster.
You know I use greenhouse frames with aviary netting over them, extending down to the ground. That’s the chicken’s area. Easy to move around, tie up netting, etc. Then I have electric poultry netting around further out. These could take care of keeping both this rooster, other pullets and the stray cats out of your yard.
Long term though, it would be great if you could find a better place and move. That has many more variables though.
