Not grumping about weather here, it's usually at or above freezing during the winter.
Wth the exception of earthquake, Western WA and OR are petty good, and meet most of your requirements. We get I the low 100s about one week or so out of the summer, and it can get on the teens on occasion in the winter, but nothing like the rest of the country. And even earthquakes are few and far between. The earthquake issue comes in because we are due for "the big one." In 22+ years, we've only had 1 quake that did any real damage, and they was mainly to building facades.
I want to live where there is less cold and snow, less humidity. Low fire, tornado, earthquake, hurricane.. doesn't get hot either
But I still can grow garlic and kale
